Virginia in state of emergency as Tropical Storm Ophelia impacts East Coast

Tropical Storm Ophelia is impacting states all along the East Coast. Virginia has a Flood Watch in effect late into the evening and a Tropical Storm Warning in effect. The Virginia Department of Emergency Management is ready for the storm.
