Debby crawling across Southeast as flood threat quickly rising

Tropical Storm Debby is expected to cause life-threatening flooding in eastern South Carolina on Tuesday. The center of the storm is slowly moving off the Georgia coast and back over the water. Once over water, the storm is expected to strengthen slightly and then move back toward South Carolina, where it is expected to make landfall again on Thursday.
