After Debby made landfall along Florida's Big Bend as a hurricane, the storm dropped more than a foot of rain in Horseshoe Beach, Florida. Disaster consultant Jason Benoit said residents had not fully recovered by Hurricane Idalia when Debby made landfall about an hour away.
