Area to watch in Atlantic monitored for development as Hurricane Rafael enters Gulf of Mexico

To the east of Hurricane Rafael, the National Hurricane Center is monitoring another area for possible development in the southwestern Atlantic Ocean as the countdown to the end of hurricane season begins.
